Our values

The values for NCPC are set out below, will continue to evolve and adapt as we implement these together across NCPC practices with our staff and local communities:

Principles of NCPC

  • We are not for profit

  • We will have strong financial control and strong clinical governance

  • We will invest surpluses in building the clinical model and in our staff

  • Our partnership board will have nurses, third sector, patient and manager representatives

 

NCPC is founded based on 7 international cooperative principles:

We are a voluntary organisation i.e. we are open to all local practices who wish to join. Membership of NCPC however comes with responsibility. We will work to deliver all aspects of the triple aim (i.e. improving quality, improving the health of our local populations, and reducing the per capita cost of healthcare). We will work to a set of values and behaviours – which will align to emerging system values. Each value will be described by a set of behaviours.

Democratic Owner Control. One Owner, one vote

We are a democratic organisation controlled by our members.  The construct of NCPC seeks to interpret this international cooperative principle by having GP shareholders from each locality, GP Partners, wider system partners as well as representation of practice clinical and administration staff, patients and the third sector on our partnership board.

Owner Economic Participation

In cooperatives economic control is with members. In NCPC we have carefully balanced economic control so that decisions on investment of surpluses sit with all partners in our Partnership Board. However, the NHS Trusts support the model financially so this is governed by a facilities agreement which makes sure we act responsibly and have financial governance support.

Autonomy, independence and self-help

We are a self-help organisation. It’s simple; if one of our members is struggling we will mobilise to support them. This does not mean already hard pressed GPs having to travel across the county to work in other practices. It does however mean us planning together for such events (such as a flexible rapid response team) and working with partners such as CHOC. Both high volume urban practices and small rural practices can have problems with resilience.  We will work together and at scale to find better solutions in our clinical model.

Education, Training and Information

We will provide education and training. We will build our teaching and research infrastructure in close partnership with UCLAN medical schoolCLIC Blencathra GP Education projectlocal GP training schemes and CHOC and provide training for our clinical and administrative staff.

Cooperation among Cooperatives

We will be good neighbours and work collaboratively with non-NCPC practices. This international principle states that cooperatives serve their members most effectively by working collaboratively. As we build our portfolio of support for practices (e.g. teaching, at scale working, recruitment etc.) and deliver our clinical model, we will work collaboratively to ensure all of general practice locally across North Cumbria flourishes.

Concern for the Community

We will show concern for our community. This international principle will be a strong feature of NCPC practices. Our practices will become wellbeing practices. We will encourage our staff to be active for health and wellbeing in their local community.
